Huntsville Council halts new full-time hires outside 2026 budget

Councilor Armour brought forth the motion re-affirming that the town will stay within its budget

Huntsville Council approved a substitute motion during the July 27, 2026, meeting directing that no new full-time equivalent (FTE) positions be approved outside the current 2026 budgeted funds for the remainder of the 2022–2026 term.

The original motion, introduced by Deputy Mayor, Dan Armour, would have directed the Chief Administrative Officer (CAO) not to bring forward reports requesting additional full-time equivalent (FTE) positions beyond the authority already delegated through Mayoral Decisions and CAO By-law.

Armour explained, “The idea of this motion is to reaffirm the fact that we’re going to stay within our current budget… This is just reaffirming the fact that the next 180 days, I think it is, that we’re going to stay within our budget.”

He added, “They can do the restructuring in house and without creating jobs outside of the budget that may cost us money going forward in 2027.”

He continued that they’ve already communicated this to the CAO, however, are now “putting it in print.”

Those mayoral decisions and the by-law delegate authority to the CAO to determine the Town's organizational structure and exercise employment powers, including hiring and organizational restructuring, provided any changes remain within Council-approved budgets and applicable policies.

Following an extensive discussion about the original motion, Council approved a substitute motion instead that changed the wording of the initial proposal. Rather than directing the CAO not to present reports requesting additional FTE positions, it stated that Council will not approve any new hires outside the current 2026 budgeted funds.

The approved motion reinforces Council's position that no additional full-time hiring beyond the existing 2026 budget will be supported for the balance of the current term of Council.

It does not alter the CAO's delegated authority over the Town's organizational structure or employment matters established through the mayoral decisions and CAO By-law but expresses Council's direction regarding approval of any new positions that would require funding beyond the current budget.
