Huntsville Council Pushes Amendments to Vehicle for Hire By-law Back to General Committee

Huntsville Council has referred proposed updates to the Vehicle-for-Hire By-law back to committee for further review

Huntsville Council referred staff recommended amendments to the Town's Vehicle for Hire By-law back to General Committee for further consideration, at its June 22, 2026, meeting.

The amendments follow a March 25th deputation from Y Drive, which requested changes to the Town's Vehicle for Hire By-law, particularly relating to the fee structure for rideshare operators.

Staff were directed to review the by-law, consult with the Town's solicitor and consider feedback from other industry providers before bringing forward proposed revisions.

The report introduces several new definitions, including "Complete Application," "Previously Scheduled," and "Rideshare," to provide greater clarity and support enforcement of the by-law. It also establishes that rideshare operators may only solicit fares through their website or app and prohibits businesses from advertising vehicle-for-hire services without holding a valid municipal licence.

Several administrative changes are also proposed to streamline licensing. Complete applications for annual licences will be required by March 31, with late or incomplete submissions subject to delays and additional fees.

New provisions would also allow the Town to charge fees for revisions to issued licences, such as changes to approved drivers, vehicles or business locations, reflecting the staff time required to process those requests.

The amendments further require licensed brokers to maintain an up-to-date record for each licensed vehicle and ensure at least one vehicle is available 24 hours a day, seven days a week, with a maximum one-hour response time unless a trip has been previously scheduled.

Staff are also proposing changes that clarify how incomplete applications will be handled and provide licensing officers with greater authority to issue, refuse, suspend or renew licences, impose conditions, and approve specific drivers, vehicles and business locations where appropriate.

The report notes that several suggestions from industry representatives were not recommended, including requiring drivers to have at least three years of driving experience, mandating winter tires, requiring brokers to operate from a physical office in Huntsville, and allowing declarations in place of annual criminal background checks.

According to the amendment, the decision will be brought back to General Committee in July “to allow staff additional time for further consultation with all vehicle for hire providers.”

Staff also advised that the Province is exploring a rideshare program associated with the Northlander route. While details have not yet been released, staff said any future provincial program would be reviewed to ensure it aligns with the Town's By-law.
