Huntsville General Committee approves updates to the Downtown Community Improvement Plan

Huntsville is streamlining and updating its downtown incentive program to make it easier for businesses to invest and revitalize the core.

Huntsville General Committee approved updates to the Downtown Community Improvement Plan (CIP) incentive programs during its April 29, 2026, meeting.

According to the staff report, the CIP is designed to support downtown revitalization by offering financial incentives that encourage private investment, building improvements, and redevelopment. The program helps strengthen the local economy by supporting businesses, increasing foot traffic, and enhancing the overall appeal of the downtown core.

Staff reported that since the program's implementation, they have identified opportunities to reduce complexity and better support applicants.

Recommended updates include clearer wording and formatting, separating program details into schedules within the bylaw, and aligning references with the Town's Community Planning Permit system.

Several changes also adjust how applications are handled. Requirements for multiple quotes have been reduced, and applicants may now begin projects prior to approval, with the understanding that funding is not guaranteed unless eligibility criteria are met. These changes are intended to address timing challenges identified by local businesses.

Updates were also made to the financial incentive programs. The planning and building fee grant has been reduced from $10,000 to $5,000 to better reflect typical costs. At the same time, funding for signage improvements has increased to better align with current expenses, and landscaping grants have also been increased.

The tax increment grant program has been revised to reduce its maximum term from 10 years to 5 years and to clarify how grant amounts are calculated. Additional measures aim to reduce administrative workload and provide clearer expectations for recipients, including formal agreements outlining conditions and reporting requirements.

The changes are aimed at simplifying the application process, improving clarity for applicants, and making the program more efficient to administer. Overall, the updates are intended to make the program more accessible, predictable, and aligned with current economic conditions while continuing to support downtown investment.

Funding for the CIP incentives continues to be determined through the Town's annual budget process, with support coming from revenues generated through the municipal accommodation tax (MAT).
