Lake of Bays Council approves motion for stronger protection for municipal workers

Lake of Bays Council approved a Notice of Motion supporting stronger protections for municipal public works workers and contractors, April 14, 2026, meeting.

Staff explained that the request is in response to increasing incidents of interference on the job.

According to the staff report, municipalities across Ontario have reported a rise in harassment, threats, intimidation, and dangerous interference directed at municipal workers and subcontractors while performing their duties. These behaviours have included verbal abuse, threats of violence, obstruction of equipment, and actions that delay or disrupt operations, particularly during winter maintenance and emergency response situations.

The report noted that such interference not only places workers at risk but also jeopardizes service levels, delays critical response times, and creates broader public safety concerns. The Association of Ontario Road Supervisors (AORS) has formally called on the province to strengthen legislative protections, enforcement measures, and consequences for those who threaten or obstruct municipal public works staff.

It also highlights the critical role public works employees and contracted service providers play in maintaining essential infrastructure, including roads, sidewalks, bridges, drainage systems, and winter maintenance operations. These services are vital to public safety and emergency response, particularly during significant weather events when workers act as frontline responders to ensure routes remain open for emergency services, school transportation, and the travelling public.

Council supported these calls to action and the recommendation for the Province of Ontario to introduce measures that would recognize public works workers and contractors as essential service providers during declared emergencies and significant weather events.

The motion also calls for stronger enforcement support, such as penalties to deter interference, threats, harassment, or obstruction of municipal operations, along with clearer direction and support for police services to proactively respond to such incidents.

Mayor, Terry Glover, said, “It’s a good idea. It’s pretty sad. We have to do what we have to do.”

As part of the resolution, Township staff will send a letter of support to provincial officials, including the Minister of Labour, Immigration, Training and Skills Development, the Minister of Municipal Affairs and Housing, and the Premier of Ontario. A copy will also be shared with the Association of Ontario Road Supervisors and neighbouring municipalities for consideration.
