Gravenhurst introduces new Recreation for All Policy to improve access to programs

The municipality did not have a policy for accessible and affordable option for recreation programs

Gravenhurst Council received a new Recreation for All Policy aimed at improving access to recreation and cultural programs during the March 17, 2026, Committee of the Whole meeting.

The policy, outlined in a report from the Town's Director of Recreation, Arts and Culture, is intended to address barriers faced by low-income individuals and families and to increase participation in community programming.

Staff indicated that the Town does not currently have a formal Recreation for All Policy, despite growing demand for accessible and affordable options.

The report adds that since the pandemic there has been an increasing trend of residents not meeting basic income thresholds, limiting their ability to take part in recreation and cultural activities. Staff say this aligns with broader findings from the Simcoe Muskoka District Health Unit, which has highlighted the impact of low income on health outcomes.

The proposed policy draws on national and provincial frameworks, including the Framework for Recreation in Canada and guidance from Parks and Recreation Ontario, which emphasize inclusion and equitable access. It also reflects practices used in other municipalities, such as offering programs for all age groups and using Statistics Canada's low-income cut-off as eligibility criteria.

Key objectives of the policy include increasing the number of free and low-cost recreation opportunities, improving inclusion and access, and boosting participation by promoting the physical, mental, and social benefits of recreation.

Staff reported that the policy is intended to promote barrier-free access and greater inclusion in Gravenhurst's recreation and cultural programming

Under the policy, eligible residents could access supports such as free seasonal public skating, with equipment available through community partnerships. Additional supports may include assistance through external programs such as the Canadian Tire Jumpstart Program and local community organizations.

The policy also outlines provisions for accessibility, including the use of support persons and service animals, in accordance with the Accessibility for Ontarians with Disabilities Act.

Staff noted the program is not expected to have a significant financial impact on the Town's operating budget, with minimal revenue loss anticipated.

Community consultation on the policy included input from the Fire Chief, Accessibility Advisory Committee, theatre management, and recreation staff.

Staff indicated that they will continue to monitor the program and review the policy as needed.
