Gravenhurst to Review the Impact of E-bikes and E-Scooters

Safety concerns have prompted Gravenhurst Mayor Heidi Lorenz to control the use of ebikes "before the real problems start"

Gravenhurst Mayor, Heidi Lorenz, introduced a Notice of Motion regarding the growing use of e-bikes and e-scooters during the July 21, 2026, Council meeting.

The motion notes that Gravenhurst has experienced increased use of e-bikes and e-scooters on municipal transportation networks, which needs addressing.

The report adds that although the Ontario Ministry of Transportation provides guidance on e-bike travel, there is no provincewide ban governing their use on roads and sidewalks.

Recommendations in the motion include a public education program promoting the safe use of e-bikes and e-scooters for riders, pedestrians and motorists.

Staff have also been directed to review best practices for municipal regulation of e-bikes and e-scooters where applicable and report back to Council.

Lorenz indicated that although electric vehicles have a positive economical and environmental impact it’s important to provide clarity about the regulations in terms of how and where they can be used.

She added, “It’s all about safety,” especially in situations where someone may be riding an electric scooter at a fast speed on a sidewalk where pedestrians are walking. “It can certainly be a bit unnerving.”

She also mentioned serious concerns raised from hospital reports regarding crashes and injuries involving these types of electric vehicles.

“I just think we would benefit from knowing more,” she said. "

Councillor, Sandy Cairns, suggested the Town also consider providing signs that include alternate routes, that can help lower the impact, especially during the busy summer months.

She also expressed the importance of education about the dangers. She said, “There’s some serious things that happen to people on them,” and emphasized the importance of awareness about alternative places where people can ride.

Lorenz agreed about the importance of getting ahead of the matter with potential solutions “before the real problems start.”
